Overview

On the evening of 2 September 2019, a Taliban attacker detonated an explosive device concealed in a tractor at a housing compound used by international organisations in Kabul. The blast killed 16 people and injured 119 others. Among the dead were five Nepali nationals, two British nationals, and a 43-year-old Romanian diplomat. At least 25 foreign residents were among the wounded, including a second Romanian national. The compound housed staff from several international organisations operating in Afghanistan.

Attribution

The Taliban claimed responsibility for the attack. The bombing occurred hours after reports emerged that a tentative framework for a US-Taliban peace agreement had been reached in Doha — the culmination of months of negotiations. The Taliban's decision to attack a civilian compound for international workers on the same day demonstrated an explicit rejection of the idea that diplomatic progress would result in a reduction of violence against civilian targets.

Legal Proceedings

The suicide bomber died in the attack. No additional suspects were publicly arrested or charged by Afghan authorit
