On 17 August 2019, a suicide bomber detonated an explosive vest inside a wedding hall in the Shakar Dara district of Kabul, Afghanistan. The attack killed at least 63 people and wounded more than 182, making it one of the deadliest attacks in Kabul in years. The bomber targeted a crowded celebration hall where hundreds of guests had gathered.
Attribution
The Islamic State – Khorasan Province (IS-K), the Afghan affiliate of the Islamic State, claimed responsibility for the attack. Afghan government officials confirmed the claim. The attack underscored IS-K's capacity to carry out mass-casualty strikes in the Afghan capital despite significant military pressure from both Afghan and U.S. forces.
Context
The bombing occurred during a period of ongoing U.S.-Taliban peace negotiations. While the Taliban condemned the attack, IS-K has consistently targeted civilian gatherings, government institutions, and minority communities in Afghanistan. Wedding celebrations had previously been targeted in the country, reflecting IS-K's strategy of maximising civilian casualties to create terror and undermine confidence in the government.
